RESOLUTION TO FORM A WEST HARTFORD COMMUNITY OVERSIGHT AND ADVISORY BOARD OF THE HARTFORD-NEWBRITAIN BUSWAY PROJECT
WHEREAS, on April 4, 2011, Governor Dannel P. Malloy announced his decision to aggressively pursue construction of the New Britain-Hartford Bus Rapid Transit project — also known as the "Busway": and
WHEREAS, the Busway corridor follows an abandoned railroad right-of-way (ROW) from New Britain to Newington Junction for 4.4 miles and then from this point north for approximately 5 miles follows the active Amtrak railroad right-of-way to Hartford, passing through an area of West Hartford; and
WHEREAS, the 9.4 mile corridor construction project will include 11 transit stations, 16 bridges, railroad relocation, a 5-mile Multi-Use Trail and the Amtrak maintenance road; and
WHEREAS, the construction will significantly impact residents, businesses, commuters, infrastructure, and resources of the Town of West Hartford for an extended period of time and will be potentially very disruptive to quality of life and the health of businesses; and
WHEREAS, in his letter to Governor Malloy dated April 4, 2011 Mayor Slifka enumerated the concerns that must be addressed; and
WHEREAS, the Town Council of West Hartford opposes the busway project as presently designed; and
WHEREAS, the CTDOT is developing a Construction Advisory Group to liaison with affected parties along the construction route. This group will be comprised of neighborhood, business, and municipal representatives; and
WHEREAS, the Town ofWest Hartfordwishes to ensure that the Construction Advisory Group Outreach Coordinators and Community Outreach Liaison establish personal contact with affected businesses, community groups, and local officials in a comprehensive, coordinated manner;
NOW, THEREFORE, BE IT RESOLVED that the Town form a Community Oversight and Advisory Board of the Hartford to New Britain Busway to include: two members from the Town Council representing both majority and minority party, one member from Town Management, and such other representatives from local businesses, neighborhood groups, business organizations such as the Chamber of Commerce and the Design District, and the Town's Conservation Environment Commission as deemed desirable to be fully representative of the affected community;
NOW, THEREFORE, BE IT ALSO RESOLVED that this Oversight and Advisory Board is charged with collaborating with the Construction Advisory Group, keeping abreast of policy and project initiatives of the busway, and reporting to the Town Council on at least a quarterly basis regarding any developments or concerns they have regarding the impact to the Town and its residents.
