Our team manages a variety of employee benefit programs and are available to assist
Town employees, retirees, and eligible dependents through the coordination and
administration of a full range of employee benefit programs. We provide management
of the following employee benefit programs:
Health care plans (PPO and HDHP/HSA)
Prescription drug plan
Life insurance plans
Flexible spending account
This program coordinates the health benefit programs including contract administration
with a variety of providers including our claims administrator, prescription drug
administrator, health plan network administrators, dental and vision providers, and
others. We continually evaluate and implement plan design and plan changes to
control costs and offer a comprehensive benefit package intended to attract and
retain quality professionals. We regularly monitor benefit service contracts to ensure the
appropriate delivery of services and compliance with performance measures to
include internal audits of Third Party Administrators.
Annually, we facilitate and coordinate the Open Enrollment program briefings to
educate employees, retirees, and their eligible dependents on the benefit programs’

Voluntary Supplemental Benefit Plans
We understand that a benefits package is not always “one-size-fits-all”. The Town of
West Hartford offers eligible full time employees a voluntary benefits program through
the Farmington Company to help address the individual needs of the employee and
their family with advantages that otherwise might not be available to the employee on
their own. The voluntary benefit offerings, which are paid by the employee, are
designed to complement the Employee Benefit Package and provide additional security for eligible employees and their families. Offerings include additional life
insurance, disability insurance and critical illness insurance.
The Pension and Benefits Division, working in concert with the West Hartford Pension
Board (Chapter 5, Article V West Hartford Code of Ordinances), administers a selffunded,
multi-tiered, closed retirement plan for the Town and Board of Education,
coordinating services provided under the Town of West Hartford Pension Ordinances
and in compliance with Town and Board collective bargaining agreements. Staff is
available to meet with employees to explain retiree benefits that they may qualify for
and assist them through the transition from employment to retirement.
Employees participating in Part E of the Pension Plan have a 401(a) benefit
administered through ICMA-RC. Information about the defined benefit and defined
contribution plan can be provided by Pension & Benefits Division staff.
Deferred Compensation Programs are offered to eligible employees providing
voluntary investment options designed to supplement income at retirement.
Representatives from ICMA-RC and MassMutual are available periodically to meet with
employees as they assess and plan for their retirement needs.
Employee Wellness Programs
The health and welfare of our employees has a direct impact on our success as an
organization. Healthy employees have been found to be happier and more
productive employees. The Town seeks to provide a comprehensive wellness program
to educate and train employees on health and wellness activities designed to improve
overall employee health through behavior change and education.
Brown bag lunch workshops, yoga, and Weight Watchers @ Work, are just a few of the
offerings to support employees in their effort to improve or sustain good health.
