The goals of the Human Resources Division are:

  • To provide competent, responsive and professional human resources management assistance and support to all Town personnel and administration;
  • To ensure organizational productivity;
  • To provide employees with continuous learning and development; and
  • To provide cost effective programming and solutions supporting organizational goals and objectives.

Recruitment and Selection

The Recruitment and Selection program is designed to improve the performance of the organization by attracting and retaining highly qualified employees. Staff coordinates recruitment and selection processes that attract and promote a diverse, professional, and service-oriented workforce. Recruitment strategies are developed, appropriate labor markets identified, advertisements composed and placed, valid and reliable jobrelated testing and evaluation instruments are developed and administered in compliance with local and federal guidelines. Human Resources provides consultative support to Town Departments and appointing authorities assuring that departmental interviews and selection decisions are conducted in accordance with EEOC guidelines. Reference and background checks, license verification, post offer physical examinations, and pre-employment drug testing are all components of a successful selection process. All appointments and promotions to positions in the Classified Service of the Town are made in accordance with merit principles. Candidates successfully completing the testing process are placed on an Eligible List for that classification. The appointing authority identifies how many qualified candidates they wish to interview. Examinations may consist of written, oral, or performance tests or a rating of experience and training, or any combination of these examinations.

Classification and Compensation

The Human Resources division has responsibility under the Town Charter to develop a position classification plan that describes the duties and responsibilities of each position and the minimum qualifications for appointment to the position. Job studies are conducted as necessary or as requested and recommendations are made on the proper classification and pay rate. Periodically, job descriptions are reviewed in cooperation with the appointing authority to assure they accurately reflect the scope of the position. Staff also has responsibility for updating and maintaining all pay schedules. Our office conducts, as well as responds to pay and benefit surveys. We provide employment verification, advice on FLSA issues, consultation to department management on performance management programs, and salary administration assuring compliance with collective bargaining agreement and the Personnel Rules.

Records Retention and Reporting

The Department of Human Resources is responsible for the maintenance and retention of all employee personnel files and records in accordance with State of Connecticut Records Retention Schedule. The department maintains personnel data through an electronic HRIS system and applicant tracking through multiple software systems. Human Resources staff are responsible for compiling annual statistics related to employment and reporting to state and federal agencies as required.

Employee Training and Development

The Human Resources Department provides a new employee orientation program for all full time employees. The orientation provides the new employee with an overview of Town of West Hartford programs, benefits and certain policies and procedures. The Town of West Hartford is committed to professional development and skill building among its employees. The Tuition Reimbursement Program is available to eligible employees to provide financial assistance to employees seeking a job-related course of study that improves job performance or aids in qualifying the employee for promotion. Other skill building, mandated and safety awareness training programs are coordinated through the Human Resources Department as resources permit.
