CityView Permit Portal

Permit applicants are required to use our CityView Permit Online Portal for all submissions. Paper applications are not accepted.

To use all the services and features the online portal offers, you must register and create a user account. Users can logon and work on the permit over a period of time. Information is saved after each visit so users can pick-up where they previously left off. Important documents can be uploaded and fees are automatically and correctly calculated. Users complete the transaction with a credit card payment. Once the permit is submitted, users can logon and track its progress. A history of all transactions are kept in the users account.

A computer kiosk is available in each of the three offices so people can apply for a permit in person. Staff is happy to assist and answer questions.

Contractor Registration Information and Forms

To become a Registered Contractor with the Town of West Hartford, provide the following information:

Liability and Indemnity Agreement form - must be signed by owner of company or office, and notarized.
Uniform Bond form - $10,000 bond
Certificate of Insurance - showing (on your insurance company's form):
- Commercial General Liability $1M per occurrence $2M per aggregate
- Automobile Liability $1M per accident
- Worker’s Compensation
- The Town of West Hartford, West Hartford Board of Education, and their respective boards, commissions, officers, officials, employees, agents, representatives, and volunteers as an Additional Insured
- 30 days notice of cancellation
State of CT contractor license number
$50 fee (contractor registration is valid for current calendar year)

Driveway Permit

A Driveway Permit is required for new, replacement or modifications to existing driveways to ensure driveways conform with current zoning standards, appropriately connect to the Town’s Right of Way, do not encroach on neighboring properties and that the construction is performed by registered contractors. Permits are valid for 30 days from the CBYD start date. Permits can be extended at no additional cost by providing an updated CBYD number and start date. Registration information must be current in order for a permit to be extended.

Right of Way Excavation Permit

A Right of Way Excavation Permit is required for any excavation within the public right of way for utility, storm water, or private purposes. Permits are issued by street address and are valid for 30 days from the CBYD start date. Permits can be extended at no additional cost by providing an updated CBYD number and start date. Registration information must be current in order for a permit to be extended.
