Area 6 - East Branch Trout Brook

Trout Brook Drive Culvert Replacements (three culverts located between Asylum Avenue and Lindy Lane)

Area 6 – East Branch Trout Brook overall proposed culvert improvement map.  The area includes drainage system improvements focusing first on the culvert replacements.  The two culverts planned for the first phase project are highlighted in orange.  

The scope of work includes the replacement of three of the four culvert sections of the East Branch of Trout Brook to address flooding caused by the existing undersized culverts.  Larger replacement culverts will be precast concrete boxes, sized as indicated in the Flood Mitigation and Culvert Replacement Assessment by Milone & McBroom (now SLR) dated September 2018.  The fourth culvert, which is under Route 44 (Albany Avenue) is a State of Connecticut culvert.  As the culvert projects proceed, we will discuss the Albany Avenue culvert replacement with the State.  These culverts need to be replaced downstream to upstream to maximize the benefit.   

The total cost to replace all three culverts and drainage in this area is $25.6 Million.  The cost to replace the first two culverts is $6.9 Million.

We are in semi-final design for the replacement of the culvert under Trout Brook Drive just north of Asylum Avenue and the culvert on the west side of Trout Brook Drive between Lawler Road and Asylum Avenue.  State and local permitting for these culverts is underway.  We conducted a public information meeting to provide an update on the replacement of these two culverts.

The existing reinforced concrete culvert under Trout Brook Drive is two side-by-side sections, which are sized – 76” wide by 48” high.  They will be replaced with a reinforced concrete box culvert in two side-by-side sections, which will be 144” wide by 60” high.

The construction cost to replace this culvert under Trout Brook Drive is $3,8 Million.

The existing reinforced concrete culvert on the west side of Trout Brook Drive is two side-by-side sections sized – 72” round.  They will be replaced with a reinforced concrete box culvert in two side-by-side sections, which will be 120” wide by 72” high.

The construction cost to replace this culvert on the west side of Trout Brook Drive is $3,1 Million.

A local inland wetlands and watercourses public hearing for the replacement of these culverts is scheduled for the fall of 2023.  The replacement of these two culverts will be combined into one construction project that is anticipated to start in the Fall of 2024.

The next culvert to be replaced, shown in purple on the map, will be located from the intersection of Trout Brook Drive at Lawler Road to Lindy Lane.  This culvert is in preliminary design. The construction cost to replace this culvert is $12,2 Million.  We are pursuing grant funding for this culvert replacement and do not have a schedule for its replacement yet.
