Red Light Running Cameras

The Town of West Hartford received a second Safe Streets and Roads for All (SS4A) Grant from the U.S. Department of Transportation to fund several projects, including an 18-month Red Light Running Camera Pilot Program. The goal of the program is to reduce red light running related traffic crashes and dangerous red-light running in high-risk areas.

As part of this initiative, the West Hartford Town Council has approved an ordinance allowing the use of automated traffic enforcement cameras, including speed and red light running cameras. Similar to the speed safety cameras for West Hartford, which are expected to be installed by the fall of 2026, the grant funding will allow the Town to develop a Red Light Running Automated Traffic Enforcement Safety Devices (ATESD) Plan, along with the necessary documentation to meet National Environmental Policy Act (NEPA) requirements for implementing the program. The red-light running cameras will be installed after the speed safety cameras.

This pilot will include eight (8) red light running safety camera locations throughout West Hartford, installed at signalized intersections. The candidate locations will be selected based on crash data available from the Connecticut Red Light Violation Tool (CT-REDV), crashes from the CT Crash Data Repository, traffic volumes, Vision Zero Focus Areas, police data, and other factors. Before red light running cameras can be installed, the locations must be approved by the West Hartford Town Council and the Office of State Traffic Administration (OSTA), with supporting materials indicating the locations meet OSTA ATESD guidelines. While eight (8) camera locations will be installed as part of the pilot, the Town will seek approval for sixteen (16) locations in total, providing eight additional locations as alternates if needed.

In accordance with Connecticut General Statute § 14-307c(d), any revenue from citations will be reinvested to enhance traffic safety across the Town.

Events

Public engagement is a critical part of developing the Red Light Running Safety Plan, which identifies candidate locations and installs red light running cameras. A public information meeting is scheduled, along with engagement with the Vision Zero Advisory Committee, the Community Planning and Economic Development Committee (CPED), and the Town Council.

A public meeting to review potential locations for the red-light-running cameras in West Hartford will be held at the Elmwood Community Center, 1106 New Britain Avenue (accessed from Burgoyne Street off Quaker Lane South), on Tuesday, April 28, starting at 6:00 pm.
