West Hartford Speed Management Program
The Town of West Hartford has received a Safe Streets and Roads for All (SS4A) Grant from the U.S. Department of Transportation to fund an 18-month Speed Management Pilot Program. The goal of the program is to reduce speeding related traffic crashes and reduce dangerous speeding at high-risk areas. Speed safety cameras are a Proven Safety Countermeasure identified by the Federal Highway Administration to reduce speed related crashes by up to 54%.
As part of this initiative, the West Hartford Town Council has approved an ordinance allowing the use of automated traffic enforcement cameras, including speed and red-light cameras. The grant funding will allow the Town to develop an Automated Traffic Enforcement Safety Devices (ATESD) Plan, along with the necessary documentation to meet National Environmental Policy Act (NEPA) requirements for implementing the program.
This pilot will include approximately 15 active speed safety camera locations throughout West Hartford. The candidate locations are selected based on crash data available from the CT Crash Data Repository, traffic volumes, the Vision Zero Focus Areas, police data, and other factors. Here are the proposed 15 primary and 5 alternate speed camera locations based upon this screening effort. Before speed safety cameras can be installed, the locations must be approved by the West Hartford Town Council, the Office of State Traffic Administration (OSTA), with supporting materials indicating the locations meet OSTA ATESD guidelines.
In accordance with Connecticut General Statute § 14-307c(d), any revenue from citations will be reinvested to enhance traffic safety across the Town.
