To reduce crashes, injuries, and fatalities by using photos from cameras to monitor and enforce red light running and speed limits.

These devices are required to be recalibrated annually by the municipality and a signed certificate of calibration will be kept on file.

A member of the municipality’s police department or other authorized Town employee will review and approve the recorded images before a citation is mailed to the owner of the motor vehicle. Motor vehicle owners will have a right to appeal within ten (10) days.

 Fines are violations of the municipality’s ordinance. For the first 30 days the automated traffic enforcement safety device is operational, a written warning will be issued. After 30 days, the fine cannot exceed $50 for first offense or exceed $75 for the second and subsequent offenses.

The municipality will mail a citation to the registered owner of a vehicle photographed by an ATESD not later than 30 days after the owner’s address has been confirmed by the CT Department of Motor Vehicles or another jurisdiction. A citation shall be invalid unless mailed to an owner not later than 60 days after the alleged violation.

Funds received by a municipality from fines shall be used for the purposes of improving transportation mobility, investing in transportation infrastructure improvements, or paying for the costs associated with the use of ATESDs.

State law requires that towns adopt a local ordinance, identify proposed ATESD locations in a plan, hold a public meeting on the plan and approve it through a vote of the legislative body. The approved plan must then be submitted to the Office of the State Traffic Administration (OSTA) for review and approval. Plans remain valid for up to three (3) years.

The locations for an Automated Traffic Enforcement Safety Device (ATESD) must be identified in the municipal plan. The municipality must install at least two conspicuous signs on every approach in advance of an active ATESD. Also, municipalities must provide notification of the ATESD to persons, firms, and corporations that operate mobile applications that are used for navigational purposes or provide real-time information on motor vehicle traffic.

Yes. A single ATESD site may include enforcement in both directions using one or more cameras. In most cases, two cameras will be installed, one for each direction of travel.

No. Locations may be modified in the future through an updated ATESD plan, which requires Town Council approval and review by the Office of the State Traffic Administration (OSTA).

The Town’s Speed Management Pilot Program plans for 15 camera locations (covering both directions). Alternate locations have also been identified in case a primary site is deemed technically infeasible by a camera vendor. A camera vendor has not yet been selected due to federal grant restrictions.

The Town has received a separate Federal Highway Administration (FHWA) grant to support red-light cameras at eight intersections. As of September 2025, the grant agreement is still pending. Planning for red-light cameras are expected to begin in winter 2025–2026 pending grant approval. The process will include opportunities for additional public input specific to red-light cameras during this time.
