West Hartford Town Code, Chapter 75. Entertainment Licenses requires that any business wishing to have live or pre-recorded amplified musical performances, and or dancing to live or pre-recorded amplified music or song, either by patrons or by performers for the benefit of an audience of two or more persons, obtain a permit from the West Hartford Police Department. There is no fee for this license and the license does not expire.  The license will remain active so long as the conditions to retain it as noted in the ordinance are maintained.  The license is non-transferable to another business or owner. Entertainment License Application

The West Hartford Police Department offers residents an online system to obtain parking omits for overnight parking. This is available to residents who are unable to park in their driveways or parking areas, allowing them to park on the street without receiving a ticket.

Currently in West Hartford overnight on-street parking is not allowed between the hours of 2 a.m. and 5 a.m. Cars parked on the street overnight are subject to a ticket. Occasionally a resident may not have access to their driveway due to repair, or they may have out of town guests and do not have sufficient parking and they need to contact the police department to gain an exception or ‘omit’. The Police Department will grant as a courtesy an omit to park on the street for up to 3 days for this purpose.

In 2015 public safety dispatchers took over 18,000 calls from residents requesting a parking omit, often taking away from more important calls. This new system will allow residents to obtain an omit directly through the Town’s website without having to call the police station. Residents will be able to maintain an account with their own vehicles and be able to track their existing and past omits. Police officers will have direct access to the system in their police cruisers to see if a vehicle has a valid omit before issuing a ticket. Additionally there are safeguards built into the system to help avoid abuse of the overnight parking rules.

On average the West Hartford Police Department responds to 6,000 false alarm calls each year. These false alarms are a drain on the resources of the department and take officers away from other duties, which may also delay a police response in a real emergency.

Per section 44-10 of Code of the Town of West Hartford each alarm owner is allowed three (3) false burglar alarms in a calendar year. After the third alarm business and homeowner's will be fined $120 for each false alarm.

Residents can download and return this form to notify the police department of your address and alarm monitoring company. Please be sure you maintain a current list of key holders with your alarm company.

This chapter also requires that after the second false alarm in any calendar year, the police department send a written order to the subscriber instructing the subscriber to:

1. Have the alarm system inspected by an alarm business.
2. Review alarm procedures with all employees (if the premises is a business) or members of the household (if the premises is a residence).
3. Within five (5) days after this order is sent, the subscriber shall forward to the Police Chief, or, in cases involving fire alarms, the Fire Chief, proof that the alarm system has been inspected and is in good working order.

Canvas or Sell House to House Solicitation - It shall be unlawful for any person to solicit funds, sell or offer for sale or solicit orders for any goods, wares or other merchandise from house to house within the corporate limits of the Town of West Hartford without first obtaining a certificate of registration from the Chief of Police. Each organization must complete the organization application for a fee of $5.00, which will be valid for one year, and individuals soliciting under the organization must complete the individual application for a fee of $5.00. The West Hartford Police Department now offers an identification card program called CareCard (application). The identification cards can be used for identification purposes in the event that a child goes missing or can be used to identify family members with critical medical or psychological conditions such as Alzheimer's Disease, Autism, Diabetes, Depression, Schizophrenia, Chronic Seizures, etc. The cards can be customized to the family's preference and can include name, date of birth, address, photograph, medical conditions, important subjective information, hospital choice, and emergency contact information. These cards will help first responders care for your loved one in a safe, effective, and compassionate fashion.

The fee is .50 cents per page with an additional $1.00 fee if the report is mailed. We suggest you call the Records Division at 860-570-8800 or email us to obtain the cost of the report you need.

The West Hartford Police Department will investigate and take appropriate action on citizen complaints in writing, by telephone or in person any time of day or night to any member of this department.  Complaint forms are available in English in all locations.

Fingerprinting (for employment, adoption, financial institutions, etc.) is available for a fee of $10.00 per card individuals who live or work in West Hartford ONLY. The fee is $10.00 per card. Fingerprint cards can be supplied if needed. They can also be obtained from the requesting agency. We cannot provide fingerprints for citizenship or for naturalization purposes. These must be taken by INS. We do not provide Live Scan fingerprinting.

Sale of food from any food truck vendor defined in section 177-2 of the West Hartford Town Code will need to obtain a Food License with the West Hartford Police Dept. Appeal your ticket with a formal, written objection statement which will be reviewed, and the appeal may be granted or denied.  If granted, the ticket will be discharged.  If denied, you will be notified of a hearing date and time at which you may present your objection to a hearing officer.  The decision of the hearing officer is final.  If an assessment is levied against you at the hearing, payment is required at the time of the hearing.  No payment arrangements will be accepted.   Failure to appear at this hearing, or failure to pay the fine levied against you at the hearing, will result in the assessment of all fines and penalties against you by default.  Filing an objection statement will suspend further accumulation of fines and/or penalties until such time as a final determination is made.

The West Hartford Police Department is pleased to announce a new community policing initiative called the “Video Sharing Program” (VSP). 

Do you currently utilize external video surveillance at your home or business? If you do, we would like to hear from you. We are encouraging residents and business owners that have external surveillance cameras to register their cameras with the West Hartford Police Department. Video surveillance is a valuable tool in the detection, identification, apprehension, and conviction of criminals who commit crimes in our Town.    

HOW DOES IT WORK?

Currently, numerous residents and business owners utilize surveillance systems at their homes and/or businesses. As crimes occur nearby, these residents and business owners are not always aware their systems may have captured information that could be useful to the police. In turn, the police are not always aware who may have this potentially vital information, so let’s partner up! The West Hartford Police Department is asking residents and business owners throughout Town to register their privately owned external surveillance camera systems. As the West Hartford Police respond to criminal incidents throughout our community, we may be able to use the information or footage gathered from the security cameras to assist in the apprehension and prosecution of the criminals involved.

WHAT ARE THE BENEFITS OF REGISTERING YOUR CAMERA?

Registering your cameras will help the West Hartford Police to quickly identify any potential criminal activity that may have been captured on your system. Upon registering your camera, you would only be contacted by the West Hartford Police Department if there is/was a criminal incident in the vicinity of your security camera. Police personnel, if necessary, may request to view your camera footage in order to assist in the investigation and help make the Town of West Hartford a safer place to live. VSP window stickers will be provided to those wishing to advertise our partnership as well.
