Community Development Block Grant
Annually, the Community Development Block Grant Program (CDBG), administered by the US Department of Housing and Urban Development (HUD), provides federal grant funding to state and local governments. HUD provides these grants on a formula basis to select cities, counties and states in order to assist in the development of viable communities by providing decent housing, suitable living environments and expanded economic opportunities for residents who are low and moderate income persons.
West Hartford is defined by HUD as a CDBG “entitlement” community. As such, based on the size and the age of its housing stock, West Hartford receives a formula-based grant to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.
Five Year Consolidated Plan for Housing and Community Development
You may review the current plan of the 2020-2024 Five Year CON-Plan, which was approved by HUD in November 2020. In addition, two Substantial Amendments have been made to the approved plan; the first acknowledged and accepted CARES Act Funding (CDBG-CV) of $963,044; and the second adjusted budget amounts for various CDBG-CV funded activities.
As of October 2021, the Town of West Hartford has made two Substantial Amendments to the 2020 Annual Action Plan. The first Substantial Amendment (May 2021) acknowledges, accepts and allocates $963,044 in Community Development Block Grant – CARES Act (CDBG-CV) funds from the Department of Housing and Urban Development (HUD) to assist with community needs to prepare, prevent or respond to COVID-19. The second Substantial Amendment (September 2021) adjusts the budget of various eligible activities so that the plan reflects accurate anticipated expenditures.
